Awarding Innovations in Northeastern States, Union Territories and Hill States of India.

  1. Introduction
    Centre for Innovations in Public Systems (CIPS) is proposing an Awards Scheme this year, for innovations in public systems in the fields of Education, Health, Information Technology, Rural Development, and Environment. The need for synergy between public, private, and civil society organizations is increasingly realized the world over. There is a tremendous scope to confer recognition to noteworthy innovative practices in India. It is for this reason, CIPS would open up the scheme not only to the government agencies but also to the individuals or organizations, who through their practices have enhanced public service delivery. It is envisaged that the proposed Award Scheme of CIPS would gradually foster not only a spirit of innovation but also facilitate a culture of innovation. In the light of aforesaid, the award scheme of CIPS would only be complementary to the existing award schemes at the state and national levels. This in turn, will help create a robust Innovations Ecosystem in the country over a period of time.
    It may be appropriate here to define what is an innovative practice. Innovation is the introduction of new and improved ways of doing things. An intentional introduction and application of ideas, processes, products, technology, services, or procedures that have resulted in one or more of these outcomes viz., Improved service delivery, Reduced cost, Improved quality, Transparency, and Accountability in public systems impacting the well-being of a large number of common people.

  2. Knowledge Partner
    The Administrative Staff College of India (ASCI), Hyderabad will act as Knowledge Partner and will support CIPS in implementing this award scheme. The ASCI was established in 1956 at the initiative of the government and the corporate sector. It is an institution of excellence and national importance. Capacity building and applied research assignments constitute the bedrock of the activities of ASCI. It integrates economic, social, cultural, financial, technological, regulatory, human, organizational, and environmental aspects into its management training and action-research initiatives for addressing issues of topical interest and current concern to the government and the industry.

  3. Purpose of Awards:
    The mission of CIPS, as a national body, is to help create and nurture a climate for accelerating and diffusing innovations in public systems. CIPS is dedicated to providing a platform for the emergence and cross-fertilization of innovative ideas by identifying, recognizing, promoting, and replicating innovations in public systems. It is therefore expected that by honoring best innovative practices, a hospitable environment will be created by scouting, sustaining, and spawning new innovations that would result in bringing positive changes in culture as well as structure of governance across states.

  4. Eligibility:
    1. Government officials of Central/State Governments; or any member/organization of civil society; or any individual/private organization, who have spearheaded innovations at the village, block-level or district level, and who feels that innovation has been conceptualized and implemented in the field.
    2. To reiterate, innovative practices adopted by central/state/district level government departments that have improved the service delivery or reduced cost and contributed significantly to improving the governance. Private agencies, as well as organizations, that provide public services and have developed replicable innovations in public systems, will also be considered.
    3. Innovations should be successful in operation at least for a period of 2 years backwards from the date of the advertisement but should not be more than 5 years old (i.e., not in vogue prior to 1st Jan 2017). However, some relaxation may be given if the innovation is of outstanding nature.
    4. The innovation should lend itself to replicability.

    1. Education
    2. Health (Includes both Allopathic & AYUSH Systems)
    3. Information Technology
    4. Rural Development (Includes rural technologies & Innovations in Agriculture, Horticulture, Animal husbandry, Fisheries, Sericulture, etc.)
    5. Environment (Includes Forestry, Biodiversity, climate change, etc.)

  6. Details of the States/Union Territories:
  7. The awards are segregated on a regional basis (viz., Northeastern States, Union Territories and Hill states) in order to bring out innovations addressing region-specific problems.

    Evidence suggests that different regions adopt different procedures and unique work culture that prevails in the regional ecosystem. It can, therefore, facilitate better opportunities for replication in similar culture and social milieu. In addition, this segregation will also provide equal opportunity to all the states/UTs under consideration.

  8. Award Value
    A cash prize of Rs. 1.00 Lakh each will be given to the recipients of the 5 categories mentioned above.

  9. Award Ceremony
    The Awards ceremony will be held in Hyderabad in September 2023.

  10. Submission of Nominations
    The last date to submit the nominations is on or before 31st March 2023. The nominations for the award should be submitted in both online (link for the online nomination form: cips.org.in/awarding-innovations/nomination) and also a Hardcopy.
