OBJECTIVES
· To scrutinize the challenges and developments perceived as central for improving storm water planning, and analyzes how formal and informal institutional change could contribute to enhancing sustainability in this sector.
SUMMARY
Aims to scrutinize the challenges pointed to as barriers for a transition to sustainable storm water management (This article uses the concepts “sustainable storm water management” and “alternative storm water management” interchangeably when referring to non-piped systems that use nature-based solutions to manage storm water, such as green and blue infrastructure. In the literature, this is sometimes referred to as “non-conventional storm water management”, as opposed to systems that use traditional underground pipes.) In Swedish municipalities with special focus on the interplay between formal and informal institutions in the sector. In a second step, and based on the investigation of the current challenges, we identify possible ways forward for municipal storm water policy and planning.
